On May 13, 2026, the federal government published Provisional Measure No. 1,357/2026, eliminating import tax on international purchases up to US$$50 made by individuals on platforms participating in the Remessa Conforme Program. Shein has been part of this program since its inception, therefore orders within this limit arrive without federal tax charges.
The state ICMS tax continues to be charged — ten states raised the rate from 17% to 20% in April 2026. However, Shein maintains its policy of subsidizing the ICMS directly on international shipping orders, meaning this cost does not appear to the buyer at checkout. The IOF tax of 4.38% only applies when payment is made by credit card.
Practical tip: Keep your orders below US$$50 (approximately R$$290 at the current exchange rate) to ensure full exemption from federal tax and take full advantage of Shein's VAT subsidy.
