Laws
Law No. 12,414, of June 9, 2011 (“Positive Registration Law”) – Regulates the creation and consultation of databases with information on compliance, of natural persons or legal entities, for the creation of credit history.
Complementary Law No. 166, of April 9, 2019 – Amends Complementary Law No. 105, of January 10, 2001, and Law No. 12,414, of June 9, 2011, to provide for positive credit registries and regulate the civil liability of operators.
Decree No. 9,936, of July 24, 2019 – Regulates Law No. 12,414, of June 9, 2011, which governs the formation and consultation of databases with information on compliance, of natural persons or legal entities, for the formation of credit history.
Resolution No. 4,737, of July 29, 2019 – Provides for the provision, by financial institutions and other institutions authorized to operate by the Central Bank of Brazil, of information on the compliance of natural persons and legal entities to the database managers referred to in Law No. 12,414, of June 9, 2011, and on the conditions for obtaining and canceling the registration of these managers.

Conclusion
The positive registration is worthwhile, from all indications. If I may suggest it, I don't see why not to use it. In fact, our accounts are already known by the government (income tax, invoice with CPF, among other controls). Financial institutions (Mastercard, Visa, Banks, etc.) also have a complete description of the purchasing behavior and preferences of their customers.
So I believe that the positive registration is worth it for our financial life.
